I added a virtual number to a account and I cant find the option to forward it to another number

It should be a line under https://cp.voipwelcome.com/features/local_numbers
It gets created at https://cp.voipwelcome.com/phone_numbers
I should probably test one too.

Could not find a place to make it forwardYou are right. That link allows a ring tone setting, and a place to create a mailbox.

The virtual line ALWAYS goes to the primary line.
And uses the Primary Voice Mail, unless you create a new Mail Box.
The Forwarded account choice,
is an independent account and must be forwarded to a DID or SIP number.
So what you saw is what you get.

What was your intention?
A number that uses the same minutes and same outgoing CID as the Primary DID,
but acts a second number people can call you at.

Can be a Virtual Number
Can be a Toll Free DID
Can be a Local DID
A number that can forward to any number separate from other accounts.

Can be a Full Account
Can be a Local DID

Can be a Toll Free DID

The Modify Account page does not allow switching from Full/Forwarded to Virtual and back.
Perhaps this can be a Reseller feature request? (Maybe for a fee?)
In the meantime, I bet a reseller@voipo.com email might get the account changed from Virtual to a Forwarded account. (On a business day.)
Starting over *might* by canceling, put that number back in inventory, but to do so without time for regret, and reinstatement is IMHO a bad implementation.

or wish to convert.
