Can a call be forwarded to a SIP URI using call treatments?

Sorry, want to make a call treatment that forwards an outgoing call to a SIP URI. I imagine it's done the same way. I'll try it out when I get home.
You can do this a few different ways, however our convention is:
sip:URI@HOST
When forwarding to a SIP uri from your VPanel account, via call forwarding, etc.

Yes, on residential plans, we do not have anything setup to differentiate the minutes since these plans are not measured/usage based.
Our average user uses a total of about 400 minutes per month, so when someone is close to 3000, they are using almost 8x what an average user users.
On usage based plans (Express and Reseller) SIP traffic is billed at $0.
I guess another way of asking, however, is would it be a benefit to VOIPo for us to set up speed dials using SIP urls when we have contacts whom we know are using VoiP?
