Last question first: it doesn't really compare at all. While Skype does offer their "skype in" and "skype out" value-added services, the main priority for Skype seems to be the Skype-to-Skype calls, using a computer of some sort.
VOIPo is like Vonage and other true VOIP services... they use an "analog telephone adapter" which does not require a computer at all. You plug it into your broadband internet connection, then plug your old analog lines into it. Once setup, you use your telephone in your house just as you always have.
As for the former, it's unlimited US and Canada minutes. You pay per minute for international calls.
