I've had a rocky start with VOIPo and after some troubleshooting now have a service call into my ISP to see why my signal level is low. I don't see on the website any minimum upload/download speeds. Obviously more is always better. Currently I am provisioned for 1.5Mb down and 384Kb up.

128k down/up is typical 'advertised' minimum for the CODEC used by Voipo. Here, I have 7M down/384k up, and service is fine. If you have the minimum, most of your bandwidth will be taken up by the audio stream of your phone call, but general surfing (ie. not gaming, not large uploads) at 384k upload is not hugely impacted by being on the phone.
