Virtual number always goes to voicemail

I've set VPanel to be very permissive: do-not-disturb is disabled, allowing blocked calls, allowing international calls, telemarketer block is disabled.

Yet every time I call my virtual number from my cell, it goes straight to voicemail.

Am I missing something?
