I do understand your reference (what kind of caller id needs to be sent out) and see the correlation between your reference and this feature (how to treat various flavors of incoming calls). I still stand by my original comment - "Allow all calls" makes sense if one want to convey the idea that we're allowing calls of all flavors of caller-id (or lack thereof) information.
