Default Help with Call Routes feature

Here is what I want to setup

Incoming: When I receive a call from a specific number (e.g: 925 555-1212), wanted it to route to busy tone
Outgoing: When I dial out 925 555-1212, I don't want the call to go thru, I want Busy tone.
(I don't want to permanently block this number just for temp setup)

Here is what I tried to do and it is not working

Added the number to the Incoming route as "Busy Signal" then tried to ad the same number to outgoing routes as "Busy Tone". The moment I add it to outgoing, the number gets dropped from the list of incoming routes and vice verse

    Thanks for your help!!
