Interesting spreadsheet. Based on my local area, it seems that most providers (including Google Voice) keep lots of the Tier 0 numbers readily available, but the higher tiers, not so much. Any connection?

The lower the Tier the lower the cost.

Tier 0 is a CLEC partner that Google also uses...Bandwidth.com.

I expect Canadian numbers will not have LNP, although being able to supply accounts with Canadian numbers and E911 support in Ontario to start, would really make my day.
