I just popped a new device on the network today and took a peek after automated provisioning. This is what I saw in the upgrade rule field:

http://firmware.voipwelcome.com/pap2t/5.1.6/upgrade.bin

So, looks like they got it fixed!

I submitted a ticket Brandon fixed it! Any existing devices need to be Resynced and rebooted
