You might email Support@VOIPo.com and tell them that you meant to include their referral. It should be a phone number of the person who referred you. It would be up to VOIPo to allow it.

I just had a friend sign up and wasn't sure how to enter the referral as well. He contacted support and they issued the credits. It should be a little more clear on the order page that the Promo/Referral Code is the phone number of the person.
The person referring should be able to explain what they are offering.
I have to admit that I have not looked at the sign-up.
Just looked and see "* Promo/Referral Code:"
I can't think of what I would change. Looks good IMHO.
