payphone charges on toll free numbers

2) Currently, our toll-free number service will only offer calls from the US/Canada (no payphones or offshore) unless specific arrangements are made. There is just too much fraud with it otherwise.

Perhaps Tim can let you know if things have changed since 03-06-2008?

Still accurate.

No payphone access. There's just no way to bill the payphone surcharges easily with VoIP numbers.
