The short answer is that it's basically a call forwarding only service which offers standalone toll-free numbers and virtual local numbers.

No ATAs, no outbound calls. Incoming forwarding to another number or a SIP address only.

CNAM is dependent on where you forward the number to. For example, if I forward one of my Express numbers to Callcentric (who does not pass CNAM info), I get number only. If I forward the same number to CallWithUs, I do get CNAM info.
